No to ‘cuts across the board’!

 I hope we can persuade the government that if you have one big and expensive department, A (e.g. prisons), and another, smaller department, B (e.g.community sanctions) which can save costs in A  by dealing with people in the community, it makes no sense to order cuts ‘across the board’:  B’s budget must be maintained or even increased, in order to make bigger savings in A.  And there must be a means of transferring some of the savings to B, so that it can continue to make the savings possible.
